Yesterday, we learned that the Senate approved the use of the second half of $700-billion financial service sector bailout funds.  They did so on the assumption that the Obama administration will know how to use these funds better than Bush Administration has.  There's even been a lot of talk around Washington that President-elect Obama's Treasury Secretary nominee, Timothy Geithner, is the only one who could figure this out. He apparently has had problems remember to pay his taxes, but the Senate appears ready to believe that he has the right stuff to get the financial service sector back in gear.

Let's hope all this trust is well-placed.  But given the mismanagement of the first half of funds and the lack of any evidence that releasing the second tranche is an appropriate step for stabilizing our financial markets and getting the markets moving again, I'm not overly optimistic.

While the Senate can release the funds without House approval, the House is currently in the process of putting in place certain new requirements and regulations regarding the application and monitoring of the new funds. As part of that process, I introduced yesterday an amendment to H.R. 384, the TARP Reform and Accountability Act.  My amendment would keep in place taxpayer protections passed as part of the HOPE for Homeowners program, which was meant to address the foreclosure problem even before the TARP was enacted.

When Congress passed the HOPE for Homeowners program last year, I was concerned that the taxpayer protections were weak, at best.  But, at least there was something there to protect the taxpayers who were footing the $300 billion bill.  But, now, Congress is considering H.R. 384, which would strip those provisions entirely in order to spur more participation in the program.  At this time, only 13 families have been helped.

The taxpayer protection provisions include requiring program participants to pay premiums that are used to sustain the program. H.R. 384 completely eliminates the upfront premiums and gives the FHA the authority to waive annual premiums as it sees fit. This taxpayer protection has been regularly touted by supporters of HOPE for Homeowners as a critical taxpayer safeguard.

Another important taxpayer protection stripped by H.R. 384, but secured by my amendment would ensure that taxpayers receive a home equity appreciation share as payment for their investment through HOPE for Homeowners. If homeowners who receive assistance through the program benefit from rising home values, they shouldn't be able to make a profit without paying back the taxpayers who lent them a helping hand to keep their homes in the first place.

Not surprisingly, the amendment was defeated on a nearly party-line vote. I guess it's just another example of the Democrats' “commitment to protect middle-class taxpayers."

Dear Congress
I am the CEO of the Bank of M.O.M.

I am in need of at least $3 billion US dollars to keep my "financial institution" from going under.

You see members of Congress, I made some "faulty" loans to my teenagers. I was told by said "teenagers" that they NEEDED the money from my "lending institution" for such things as tuition, books, clothes, IPods, CD's DVD's, movie theaters, going to malls to shop, McDonalds, etc.

These "teenagers" have since defaulted on their "loans" putting my "financial institution" in a great state of "budget shortfalls". These "teenagers" tricked this CEO of The Bank of M.O.M. by using fraudulent documents and inflating their sources of income (which also come from The Bank of M.O.M.)

Since I as CEO of The Bank of M.O.M. was more busy being concerned with government regulations as to retain my special privilege of being a "financial institution" I feel that it is no fault of my own or of The Bank of M.O.M. for not properly screening these applicants on their ability to repay said loans from The Bank of M.O.M.

Please send my check for $3 billion dollars (using T.A.R.P. funds of course) to The Bank of M.O.M. immediately.

Obama won't do any better with this money because although the figure head is changing, the Congress that has been in charge for the past two years is still in charge. It's congress's responsibility to ensure our economic health and they have failed miserably. Government needs to stay out of business except in a watchdog capacity. Throwing money at the problem isn't going to fix it.

More Bush taxpayer protection



A majority of America's largest publicly traded companies and the U.S. government's largest federal contractors -- including some receiving millions in federal bailout money -- use multiple subsidiaries in offshore tax havens to conduct business and avoid paying U.S. taxes, a new report finds.

The new Government Accountability Office (GAO) report, released today by Sens. Byron L. Dorgan (D-N.D.) and Carl M. Levin (D-Mich.), lists Citigroup and Morgan Stanley as having set up hundreds of tax haven subsidiaries, along with American International Group and Bank of America. Also in the tax-haven list are well-known companies and such federal contractors as American Express, Pepsi and Caterpillar.

GAO, searching publicly available data filed with the Securities and Exchange Commission, determined that 83 of the 100 largest publicly traded corporations and 63 of the 100 largest federal contractors maintain subsidiaries in countries generally considered havens for avoiding taxes. Dorgan and Levin said they requested the updated report from one several years ago because they are focused on combating offshore tax abuses, which they estimated cause $100 billion in lost U.S. tax revenue each year.

GAO auditors did not review the companies' transactions to independently verify that the subsidiaries helped the companies reduce their tax burden. The GAO said only that the companies had subsidiaries located in jurisdictions considered tax havens and that historically the purpose of those subsidiaries is to cut tax costs.

The practice is legal, but Dorgan and Levin are hoping to gain the support of President-elect Barack Obama for legislation that would outlaw it....

To illustrate the problem, Levin said the report found that Citigroup has set up 427 tax haven subsidiaries to conduct its business, including 91 in Luxembourg, 90 in the Cayman Islands and 35 in the British Virgin Islands. He said other havens include Switzerland, Hong Kong, Panama and Mauritius....

I only hope that, in the fullness of time, taxpayers will be repaid for their generous loans. If the recipients are honest and good, then we will be repaid. It would be a cause for legitimate and inevitable decline of the USA, if the goodness of the people is replaced by a predominance of greed and corruption.

The fact that Bachmann is even given space on Townhall shows how far the Republicans have fallen, it looks like it is now the province of right-wing nut jobs and idiotic ideologues.

There is not one sentence in Bachman's post that reveals fact, information, or serious thought. I suspect she has no idea where much of the TARP money has actually gone, (Much of it, by the way, to the small and mid-size towns that will collapse if the local bank fails) and I also suspect that her solution to this global and disastrous crises will be to forget the facts and pray alot.

Today, Republican-Bolsheviks are George Bush, Hank Paulson and Ben Bernanke.

And now the Republican wealth-redistribution continues. Today, I read that banks, having received their first $250 billion installment of taxpayer monies, are distributing it to their sacred stockholders in the form of dividend checks.

Another item on the banker's list on how to best use the taxpayer's money, is to partake in some lucrative Mergers and Acquisition activity. Oh, these Bush-Bolsheviks are clever in their wealth redistribution. Now, I'm beginning to think the term 'Bush-Fascists' is more apropos. What do you think?

First off you must realize there is now a distinct difference between Conservative and Republican. They are no longer interchangeable.

I will deal with your post with civility, facts and logic. These may be unknown to you but I am sure you will be able to keep up.

The issue of transparency and oversight.Yes it would have been set up in the original legislation. The legislation written by the Democrat controlled Congress. The fact that the original 350 billion cannot be accounted for really should not come as a shock. Since when does the Congress actually deem to find it necessary to keep track of money they 'altruistically' spend? Just a point to consider Paulson is a Democrat, but I am sure that is irrelevant. The fact that Bush was on board is further indictment on Bush and his Democratic leanings (aka spend, spend, spend).

The 8 years of Bush and the spending. If you recall the first 6 were Republican controlled the last 2 Democrat controlled. Differences? Basically negligible. Both of them couldn't find a spending bill they didn't like. As for the first 6 years, yes what the Republicans allowed was very unConservative. If that can't be seen than what it means to be a Conservative is unknown to you.

As for the contention that the spending of the last 8 years has lead to current situation. If that is your interpretation than you are presumably blissfully unaware of why we are where we are. The government had a hand in it no doubt (yet they seem unable to admit as such) but it extends back quite some time.

I will ignore the 'religious wingnut' comment since that is simply and ignorant and bigoted comment.

As for contribution from this day forward. You are correct that it should be to help the country move forward, however if it is her (or anyone else in Congress') opinion that his ideas are not the best then of course she should stand up and say so. As should anyone in Congress regardless of who is in the White House. Unless of course you believe Congress should mindlessly follow whoever the President is. I know she will because as a Conservative she has a set of principles and most Conservatives stand up for what they believe regardless if it is popular or not. As should anyone.

Your last comments will be ignored as well since they are simply out of disrespect. Quite a different reaction than if someone said the same things about anyone you supported. But again such are the differences. It is possible to disagree with someone without resorting to personal attacks, but for some they are the easiest to do. Takes less thinking and effort.

First and foremost SOME of you have valid points on both sides. As far as the money is concerned, doesn't Tax-havens just boil down to money laundering in the end? Your still trying to get around the government knowing about certain profits. Which makes me wonder, with all the controversy in the media... what are you avoiding? Oh and if it's the taxes your can kiss it! Don't get me wrong I live in my own home struggling to keep 2 cars in the drive and milk in the fridge for our 1 year old. We only pull 45K a year but it pisses me off when someone pulling 80K wants to cry. Do you have ten kids? Sell your Beamer. I don't wanna hear it. If I can't put gas in my car I can't pour you your favorite scotch.
Oh and lets talk about what it means to be american. Apparently; according to the posts I've read, voting for Obama is unpatriotic or unamerican. Why cuz he's black? What ever happened to the great melting pot? Obama is at the very least a step in another direction. It's obviously time to try something different.
And of course we all know "the goodness of the people" has already been "replaced by greed and corruption." Have you even been in America in the last 10 years? Picked up a newspaper? Watched the evening news? This bailout has taken something away from all of us. Every business is protected by laws to help its success. WTF happened to the freedom to fail? Where's my bailout? Where's the bailout for the cabinet shop my husband works in? We're all hurting.
By the way I didn't elect Carter. I wasn't alive yet. But for some reason, even with Kerry's eccentricities, he still came close last election. I wonder why almost half the country wanted Krazy Kerry instead of the dim-witted Bush?

Look at the headlines today and tell me what is the biggest concern right now and the main explanation of why the stock market was down the most of any other inauguration day in history? POSSIBLE BANK FAILURES. Im glad we the people have preferred stock in financial institutions that were dumb enough to put themselves in this situation to start with. Here is a question for you, Guess what having preferrd stock in a bankrupt bank is worth? A whole lot less than the $750 billion invested on our behalf by Congress.

Congress who helped get us into this mess conjures up a plan to take nearly a Trillion dollars of our money and gives it to a group of greedy, ignorant bankers that helped get us into this mess and we the people expect the mess to go away? What is that defintion of "crazy" again?

Funny, when Michelle said that about the Liberal Demoncrats like the great O she is a wacko, who is starting a witchhunt, however, when Keith Oberman says it about former Prez Bush, he is considered a great voice of freedom.
